Is it legal to drive on the beach in Costa Rica?
No. Law 9078, Article 133 prohibits motor vehicles on the country's beaches, with four exceptions: authorisation from the traffic engineering directorate, launching or recovering boats, emergencies to protect human life, and authorised work such as unloading fish. A tourist's rental car fits none of them.
In February 2026 the Traffic Police restated the rule: the fine is 61,000 colones, and officers can remove the plates or tow the vehicle if the owner is not there. Its reasons are practical. People lie, sleep and play on the sand, and a car can get stuck and be caught by the rising tide. The police ask witnesses to call 9-1-1.
For a rental car, the fine is only part of the cost. Adobe Rent a Car's coverage page excludes damage from driving on unauthorised terrain, which it defines to include flooded roads, rivers, lakes, mangroves and beaches. Because that damage is excluded rather than covered, the deductible limit does not protect you.
Do I need a 4x4 to reach Guanacaste beaches from Liberia?
It depends on where the last few kilometres go. The Costa Rican Tourism Board (ICT) is specific about a few places:
- Nosara and Playa Guiones: a gravel road with good beach access. For Ostional wildlife refuge, about 13 km from Guiones, the ICT advises a vehicle that is "preferably 4x4".
- Playa Naranjo (Roca Bruja), Santa Rosa National Park: the ICT's Northern Guanacaste guide says it can be reached in the dry season by 4x4 on a long and difficult stone road, followed by a walk.
- Playa Guacamaya, Culebra Bay: the same guide says the road is in poor condition and only passable by 4x4, although you can also arrive by boat.
Decision table: which car for which trip
| Your trip from Liberia | Road surface | Car choice | What can go wrong |
|---|---|---|---|
| Beaches reached entirely on paved roads | Paved | Standard car | Night driving and heavy rain |
| Nosara, Guiones | Gravel | Standard car with good clearance, or 4x4 | Potholes and mud after rain |
| Ostional refuge | Gravel, 4x4 preferred (ICT) | 4x4 | Swollen streams in the wet season |
| Playa Naranjo, Guacamaya | Rough stone or bad road, 4x4 only (ICT) | 4x4, dry season, or boat | Damage off paved roads may not be covered |
| Any route with a river ford | Water crossing | Turn back or find a bridge | Insurance exclusion: you pay the full repair |
The fourth and fifth rows combine three layers: the ICT's road description, the season, and the rental exclusion. A 4x4 gets you over rough ground, but it does not change what the insurance excludes. If a road leads through a river with no bridge, the safe decision is the same in any car.
Rain, speed and the Traffic Police
On 3 September 2026 the Traffic Police reminded drivers that September and October are traditionally the rainiest months of the year. It asked car drivers to switch on lights when it is cloudy, dark, raining or foggy, to check tyres and lights, and not to use a phone at the wheel.
Speed checks are frequent. In the first quarter of 2026 the police issued 1,173 speeding tickets, about one every two hours. The fines it quoted:
| Offence | Fine | Licence points |
|---|---|---|
| At least 20 km/h over the limit | 61,000 colones | not stated |
| At least 30 km/h over the limit | 123,000 colones | not stated |
| At least 40 km/h over the limit | 245,000 colones | 4 |
| More than 120 km/h | 363,000 colones | 6 |
Driving onto the beach costs the same as being caught 20 km/h over the limit.
Fuel prices and the rental deposit
Fuel prices are set by the regulator and published by RECOPE. From 10 September 2026, pump prices were:
| Fuel | Price per litre |
|---|---|
| Super petrol | 726 colones |
| Regular petrol (Plus 91) | 707 colones |
| Diesel | 688 colones |
A diesel 4x4 therefore costs 38 colones a litre less to fill than a car running on super. On 11 September RECOPE said that international prices and a regulatory adjustment pointed to increases in October, so check the table again before a long trip.
Deposits are set by each company. Adobe Rent a Car asks for a vehicle damage deposit of 1,000 US dollars (1,130 dollars with tax) on a credit card. Its basic damage waiver carries a 1,130 dollar deductible, and third-party liability protection, which Costa Rican law requires, carries a 1,130 dollar deductible for property damage. Its extended plan removes the deductible, but not the exclusion for rivers and beaches.
Guanacaste Airport lists the rental agencies available at the airport with their phone numbers. For how mandatory insurance and deposits work across Costa Rica, see renting a car and mandatory insurance.
Licence rules for visitors
Article 91 of Law 9078, as published in 2012, let visitors with a foreign licence drive the same class of vehicle for three months as tourists or people in transit. The article has since been reformed. Check the current limit, and whether your licence qualifies, with your rental company before you travel, and carry your passport as proof of your entry date.
