Who actually qualifies
French customs sets three conditions on its own PABLO tax exemption page: you must live in a country outside the EU, you must be visiting France for less than six months, and you must be at least 16 years old. EU residents, Monaco residents, people studying in France for six months or more each year, diplomatic staff and transport-company employees traveling for work are excluded from the scheme.
The goods also need to leave France in your personal luggage. This refund is for items you are physically taking home, not for services like hotel stays or restaurant meals, and not for anything you plan to use or leave in France.
The EUR 100 threshold and the bordereau
Customs requires that your purchases, tax included, "in the same store, on the same day," total more than EUR 100, per the same PABLO page. At the till, a participating shop issues a paper bordereau de vente carrying a PABLO barcode; you and the retailer both sign it, and it states the VAT amount you can reclaim. Not every shop offers this, so confirm with the retailer before you buy if the refund matters to your purchase decision.
Once issued, the bordereau has a validity window: customs formalities must be completed "before the end of the third month following the month in which your purchase took place," according to the same source. A purchase made in September, for example, needs its customs validation done by the end of December.
Validating at the PABLO kiosk
At the airport, look for a PABLO touchscreen kiosk near the customs desk. French customs describes the process as selecting your language, then presenting the bordereau's barcode to the optical reader; a successful scan shows "OK Validated slip" and transmits the approval electronically to the refund operator. You do not need to queue at a staffed counter unless the kiosk itself flags a problem.
At CDG, the kiosks sit near the Détaxe-Douane offices across all terminals, and airport guidance confirms the whole process happens before security screening, advising travelers to arrive early during busy periods, per CDG's own airport information. At Orly, the kiosks are similarly placed near the customs offices in each hall — near Porte 21d for Orly 1-2, near Arrivals for Orly 3, and near Porte 47d for Orly 4 — confirmed on the Orly airport site, with the same before-security timing.
What invalidates a claim
Customs will refuse to validate, and can cancel the bordereau or impose a fine, in several situations set out in its own documentation: missing identity or travel documents proving your non-resident status, missing transport documents, or failing to present the purchased goods themselves when asked. The presentation of goods is described as mandatory — you cannot validate a slip for an item you have already shipped home, given away, or packed somewhere customs cannot inspect after check-in.
A bordereau also fails if it lacks the required signatures, if the person presenting it is not the named purchaser, or if the three-month validity window has passed.
Refund by card versus cash
French customs' own brochure describes two payment routes chosen at the time of purchase: an exchange-window cash payment before departure, or a bank transfer to your card or account. Customs itself states plainly that it is never responsible for actually paying the refund — that is between you and the retailer or its refund operator, and the douane.gouv.fr documentation does not itself set a fee for either method.
In practice, an immediate cash refund at an airport counter is typically handled by a commercial refund operator rather than customs, and those operators commonly deduct their own service commission from a cash payout; ask the counter to state the exact deduction before you accept a cash refund, and compare it against waiting for the bank transfer if the amount is significant to you.
Before you leave arrivals
Build the PABLO stop into your airport timing as a pre-security errand, not something you can do at the gate. If your VAT-refund goods are in your checked bag, go to the PABLO desk or kiosk before you check that bag in, since customs cannot validate goods it can no longer inspect.
