Advice to avoid the Philippines from June to November treats the archipelago as one weather system. The measured data shows two quite different ones, and the gap between them is large enough to change where you go rather than whether.

How different are Manila and Cebu, actually?

Startlingly, on the 1991–2020 climatological normals. These are measured station data, not forecasts.

Month Manila, Port Area Cebu, Mactan
January 19.4 mm 135.1 mm
February 21.9 mm 88.9 mm
March 21.8 mm 60.9 mm
April 23.4 mm 55.6 mm
May 159.1 mm 94.4 mm
June 253.3 mm 180.7 mm
July 432.3 mm 210.6 mm
August 476.1 mm 157.9 mm
September 396.4 mm 190.4 mm
October 220.6 mm 207.6 mm
November 119.9 mm 131.0 mm
December 98.5 mm 171.9 mm
Annual 2,242.7 mm 1,685.0 mm

Three things jump out. Manila's August is three times Cebu's. Cebu's January is seven times Manila's. And Cebu's driest month is April, not January — the opposite of the mental model most visitors bring.

Quezon City's Science Garden station, inland from Port Area, is wetter still at 2,785.6 mm a year over 143 rainy days — a reminder that "Manila" is not one number either.

What are the seasons officially?

Two, with the dry season split. PAGASA states that "the climate of the country can be divided into two major seasons: (1) the rainy season, from June to November; and (2) the dry season, from December to May," with the dry season subdividing into "the cool dry season, from December to February; and (b) the hot dry season, from March to May."

The agency is also explicit about why the country varies: "Rainfall distribution throughout the country varies from one region to another, depending upon the direction of the moisture-bearing winds and the location of the mountain systems."

That sentence is the whole explanation for the table above. Manila sits where the southwest monsoon delivers directly; Cebu sits in a different rainfall regime with its own maximum.

The monsoon onset itself has published criteria. The rainy season begins with "a total rainfall of 25 mm. or more and at least 1 mm. rainfall for 3 consecutive days" over a five-day period in May, June or July, at seven or more of 13 monitored stations, with prevailing winds having westerly components from the surface to 850 hPa. The 2026 southwest monsoon was declared on 30 May.

How likely is a typhoon during your trip?

Less likely than the reputation, and concentrated in a known window. PAGASA states that "with the average of 20 TCs in this region per year, with about 8 or 9 of them crossing the Philippines," and that "the peak of the typhoon season is July through October, when nearly 70% of al typhoon develop."

Its statistical normals give more precision.

Measure Figure Period
Cyclones within the area of responsibility 20.4 per year 1991–2020
Landfalling cyclones 8.4 per year 1991–2020
Cyclones within the area 18.8 ± 4.6 1981–2010
Landfalling cyclones 7.6 ± 3.2 1981–2010

What do the signals mean?

Different things from what older guides say. PAGASA modified the wind signal system on 23 March 2022, and the pre-2022 numbers are still circulating.

Signal Wind speed Lead time
No. 1 39–61 km/h 36 hours
No. 2 62–88 km/h 24 hours
No. 3 89–117 km/h 18 hours
No. 4 118–184 km/h 12 hours
No. 5 185 km/h or higher 12 hours

The rationale was specific: old Signals 4 and 5 produced "resulting impacts on the ground" that were essentially indistinguishable, and old Signal 2 covered too broad a range to separate a tropical storm from a severe tropical storm.

Rainfall warnings run separately and by colour. Yellow means expected rainfall of 7.5 to 15 mm within one hour and likely to continue, with flooding possible in low-lying areas. Orange means 15 to 30 mm within one hour, and "flooding is a definite threat." Red means more than 30 mm within one hour, or more than 65 mm continuing over three hours, and "residents should be ready to evacuate to safety."

When do ferries stop?

Earlier than the airport does, and this matters more in the Visayas than anywhere. The coast guard's heavy-weather circular sets tonnage thresholds against signal level.

At Signal 1, "vessels of 1,000 gross tons or below shall not sail, except to take shelter" — whether the signal is up at the origin, along the route or at the destination. At Signal 2 or higher, "vessels of any tonnage shall not sail, except to take shelter." Vessels above 1,000 gross tons may sail at Signal 1 at the master's discretion with extra precautions.

So when should you go where?

Split the decision by destination rather than picking one national window.

Destination Driest months on the normals
Manila December to April — under 25 mm a month
Cebu March to May — 55 to 95 mm a month
Both, overlapping March and April

March and April are the only months that are near-dry in both. If you are choosing between them, note the temperature: Manila's April mean is 30.3°C and its May mean also 30.3°C, the hottest of the year, while Cebu runs 28.8°C in April.

What this guide does not cover

Several things could not be verified and are left out rather than assumed.

PAGASA's climate type classification is defined officially — four types by rainfall distribution — but which type applies to Metro Manila and which to Cebu is published only as a map image that could not be read. So this guide reports the measured normals and does not assign either city a type.

There is no monthly numeric breakdown of cyclone frequency: PAGASA presents it graphically in its annual reports without stating the values. No per-region or per-province cyclone frequency figure exists in any source reached, and the phrase "typhoon corridor" appears in none of them — treat it as informal.

Two cautions on the sources themselves. The coast guard circular quoted above is written against the pre-2022 signal scale, and a later circular with the same title may supersede it but could not be read — so confirm the thresholds before relying on the tonnage rule. And PAGASA publishes two different sets of climatological normals, one dated 1991–2020 and one undated; the dated set is used here.

Finally, PAGASA publishes no best-months-to-visit recommendation by region. The seasonal guidance above is derived from measured rainfall, not from an official travel statement.
