What the seasons actually are
The national weather agency describes two major seasons. The dry season runs December to May, subdivided into a cool dry season from December to February and a hot dry season from March to May. The rainy season runs June to November.
That subdivision is more useful than it looks. December to February is the most comfortable stretch for walking around a city. March to May is dry but genuinely hot, which changes how much outdoor time is pleasant. June to November is the rainy season, but rain in a tropical climate usually means heavy bursts rather than all-day drizzle.
The agency also recognises four climate types across the country based on rainfall distribution, so conditions in Manila are not a national forecast. What is happening in one part of the archipelago can be very different from another on the same day.
Typhoons, in numbers rather than adjectives
The weather agency states an average of 20 tropical cyclones in the region per year, with about eight or nine crossing the Philippines, and that the peak of the typhoon season is July through October, when nearly 70 percent of typhoons develop.
That framing helps. A visit in August carries a meaningfully higher chance of encountering a storm than a visit in February, but it does not mean a storm is likely on any given day of a week-long trip. Most rainy-season travel in Manila is rain, not typhoon.
The signal system is the thing to learn
Since March 2022 the country has used five tropical cyclone wind signal levels. Each one carries a wind range, a lead time and a damage expectation.

Signals may be raised for individual provinces or municipalities rather than the whole country, and they can skip levels when a storm intensifies rapidly. So the relevant question is never "is there a typhoon", it is "what signal is up where I am".
Why signals matter to a visitor
Because they trigger closures. Under a long-standing presidential executive order, class suspensions follow the signal level: signal 1 automatically suspends pre-school classes, signal 2 adds elementary and secondary, and signal 3 or higher suspends classes at all levels including graduate school, as well as work in all government offices.
Announcements are required to come from the weather agency and the disaster risk reduction council by specific times, not later than 10pm the previous evening or 4:30am on the day for full-day suspensions, and by 11am for afternoon-only ones.
For a traveller this cascades outward. Government offices closing tends to be accompanied by private offices, malls and transport services making their own decisions, and flight schedules move well before a storm's arrival.
Planning a rainy-season trip
Book flexible where you can, particularly domestic flights and inter-island transport, which are the first things affected. Front-load outdoor plans to the morning, since rain in these months tends to arrive later in the day. Keep indoor options identified for each day rather than improvised, and remember that Metro Manila's malls are genuinely designed for this.
Flooding in low-lying parts of the metro area after heavy rain affects road journeys more than it affects buildings, so a day with heavy rain is a day to be less ambitious about crossing the city.
And the upside
Rainy-season travel has real advantages: fewer visitors, softer light, greener landscapes and, often, better value on accommodation. Plenty of people visit the Philippines in August and have a perfectly good trip. The difference between a good and a bad one is usually a flexible itinerary and a habit of checking the signal before making plans for the day.
