The change was not a decree, and on its own wording it was not meant to be permanent. It was an Orden of the Presidencia del Gobierno, signed by delegation by the Undersecretary, and it runs to five short articles across the foot of one column and the head of the next. Its final article says the date for restoring normal time would be announced in due course. Eighty-six years later, that announcement has not been published, which is the whole answer to why a country with an Atlantic coast beyond 8 degrees west keeps the same clock as Warsaw.

The order that moved the clocks

The document that put Spain on Central European Time is printed on page 1675 of the Boletín Oficial del Estado of 8 March 1940, under the heading ORDEN de 7 de marzo de 1940 sobre adelanto de la hora legal en 60 minutos a partir del 16 de los corrientes (checked 15 September 2026). Article 1 is one sentence: on Saturday 16 March at 23:00, the hora legal would be advanced by sixty minutes. There is no mention of Germany, of the war, or of any country by name.

The stated reason is administrative. The preamble cites "la conveniencia de que el horario nacional marche de acuerdo con los de otros países europeos" — the convenience of the national timetable running in step with those of other European countries — together with unspecified advantages of a temporary advance of the hour.

Nothing in the text treats the new position as a permanent choice of time zone. It reads like the seasonal advances Spain had already been making on and off since 1918, which is exactly what it was until the clocks were not put back that autumn.

Why the clocks never went back

Spain's own timekeeper publishes the evidence in a single table. The Real Instituto y Observatorio de la Armada lists every cambio de hora oficial en España desde 1918 in two columns, one for each one-hour advance and one for each one-hour retreat; for 1940 the advance of Saturday 16 March at 23:00 is recorded and the retreat column is empty, and the next retreat listed anywhere is 1 September 1942 (checked 15 September 2026).

That gap is the mechanism. Because no autumn order came in 1940, the advanced clock stopped being a summer measure and became the baseline. When seasonal changes resumed in 1942, they were measured from the new position, not the old one, and every subsequent "return to normal time" has returned Spain to Central European Time rather than to Greenwich.

There is also a long stretch when Spain had no summer time at all and simply sat on the 1940 clock year-round. The preamble to Real Decreto 236/2002 records that the practice was abandoned completely between 1950 and 1973, and was revived in 1974 across Europe in response to that year's oil crisis (checked 15 September 2026). For roughly a quarter of a century, therefore, the only thing setting Spanish clocks was an order that had promised to expire.

What Madrid's daylight actually looks like

Madrid's official clock and Madrid's sun are more than an hour apart in summer, and you can read the size of the gap straight off the national tables. The Observatorio Astronómico Nacional publishes salida y puesta de sol for Madrid in 2026 from coordinates 40°24'35" north, 3°41'11" west: on 21 June the sun rises at 06:45 and sets at 21:48, and the latest sunset of the year is 21:49, first reached on 22 June (checked 15 September 2026). The midpoint of that day — solar noon, when the sun is highest — falls at about 14:16.

Two separate effects stack up. Madrid lies west of the meridian that defines a UTC+1 zone, which pushes solar noon later on the clock all year; summer time then adds a second hour on top, from the last Sunday in March. The winter figure of about 13:18 is the permanent part, inherited from 1940. The summer figure of about 14:16 is the part Spain shares with everyone else in the European Union.

Galicia, where the gap is widest

A Coruña shows the same arithmetic at its most extreme, because Galicia is the part of mainland Spain furthest from the clock it keeps. The Observatory's A Coruña table for 2026 gives coordinates of 43°22'17" north, 8°23'23" west, a sunrise of 06:53 and a sunset of 22:18 on 21 June, and a sunrise of 09:06 on 1 January, the latest of the year (checked 15 September 2026). Solar noon on that June day lands near 14:35.

The table below compares the three official tables read for this article; each figure is in that place's own official time, and all three reach their latest sunset in the last ten days of June.

There is no regional exception on the mainland. Galicia keeps the same official clock as Catalonia on the Mediterranean coast, and no Spanish autonomous community has a time of its own. A January morning walking tour advertised for 08:30 in A Coruña starts more than half an hour before sunrise, and that is a scheduling fact rather than an error in the listing.

The Canary Islands and their own hour

The Canary Islands keep an official time one hour behind mainland Spain, and Spanish law states it directly. The preamble to Real Decreto 236/2002 notes that "en España existen dos horas oficiales", one for the peninsula and the Balearic archipelago and one for the Canary archipelago, and the Observatory's Santa Cruz de Tenerife table is headed "hora oficial en las islas Canarias" rather than the peninsular heading used for Madrid (checked 15 September 2026).

The two clocks move at the same instant, which is what keeps the gap at exactly one hour. Articles 2 and 3 of Real Decreto 236/2002 set the spring change at 02:00 on the mainland and 01:00 in the Canaries, and the autumn change at 03:00 and 02:00 respectively. Read against article 2 of the EU directive, which fixes that instant at 01:00 GMT, this gives you the offsets without anyone having to assert them: mainland Spain is one hour ahead of GMT in winter and two in summer, and the Canaries are level with GMT in winter and one hour ahead in summer.

Even in the Canaries the clock still runs ahead of the sun, just by less. Santa Cruz de Tenerife sits at 16°14'50" west, so on 1 January 2026 the sun rises at 07:57 and sets at 18:20 island time, putting solar noon near 13:08.

Clock changes, and who sets the dates

Clock changes in Spain are set by European law, not by an annual Spanish decision. Directive 2000/84/EC defines the summer-time period as the part of the year when clocks are put forward by 60 minutes, and its articles 2 and 3 fix the start at 01:00 GMT on the last Sunday in March and the end at 01:00 GMT on the last Sunday in October, from 2002 onwards and for an unspecified period (checked 15 September 2026).

Spain transposed that with Real Decreto 236/2002, whose article 5 requires a ministerial order every five years publishing the exact dates. The current one is Orden PCM/186/2022, which gives the 2026 dates as Sunday 29 March for the forward change and Sunday 25 October for the return (checked 15 September 2026).

That published calendar stops at 2026. The Boletín Oficial del Estado's own record of later references to Real Decreto 236/2002 lists nothing after the 2022–2026 order, and the Observatory's table of official time changes also ends with 2026 (both checked 15 September 2026). The directive still supplies the rule for 2027, but if your trip straddles a change date next year, confirm it in the BOE rather than assuming.

Proposals to change back

Spain's parliament formally recommended studying a return to the western European time zone in 2013, and nothing was changed. The Comisión de Igualdad of the Congreso de los Diputados approved, unanimously, the report of the Subcomisión para el estudio de la Racionalización de Horarios on 26 September 2013; the text published in the Boletín Oficial de las Cortes Generales, Serie D núm. 339 recommends assessing the cost and consequences of "la vuelta al huso horario europeo occidental" and asks the Government for socio-economic studies on a possible change of time zone recovering Spain's old link to the Greenwich zone (checked 15 September 2026).

The same report makes the geographical point plainly: the Greenwich meridian crosses Spain from the Aragonese Pyrenees down to Castellón, so the country's natural zone is the western one. It also links the shifted clock to late rising, short sleep and a split working day with a long midday break — the chain of consequences that ends in Spanish meal times, which is a separate subject from the clock itself.

A second attempt ran through the executive. The preamble to Orden PCM/186/2022 records that a Council of Ministers agreement of 7 September 2018 created a commission of experts to study reform of official time, that its report of 20 March 2019 concluded no hasty change to the time zones was advisable without a shared consensus, and that the European Commission's proposal to abolish seasonal clock changes has not been adopted (checked 15 September 2026). Treat any claim that Spain is about to switch to GMT as unconfirmed until an order appears in the BOE.

Planning your day around late light

Work forwards from the published figure for your dates rather than from habit, because the clock will mislead you in both directions. In late June you have usable daylight in Madrid until nearly 22:00, so an outdoor plan at 20:00 is a daylight plan, not an evening one; in early December the sun is gone from Madrid by 17:48, and a 17:00 viewpoint visit is a sunset visit. Sunrise in Madrid on 1 January 2026 is 08:38, which turns an 08:00 start into a pre-dawn one.

Three things this guide does not cover. It does not cover opening hours, meal times or working patterns, which follow from the shifted clock but are set by custom and by each business. It does not cover Portugal, Gibraltar or any country other than Spain, whose offsets are fixed by their own law. And it does not tell you when the sun rises in a village, because the published tables are provincial-capital tables and the Observatory states they assume a flat horizon, so a real sunrise behind high ground arrives several minutes late.
