Why the rate depends on your address
The tax comes from Hungary's Local Taxes Act (Act C of 1990). Section 1 lets local councils introduce local taxes by decree, and in Budapest it is the district, not the city, that introduces the tourist tax. The city government can levy it instead only with the district council's prior consent for each tax year.
So two hotels a few streets apart can charge different amounts if they sit in different districts. Your hotel's address or booking confirmation should show its district, often written as a Roman numeral (for example "XII. kerület").
The legal limits
Section 33 of the Act caps the tax in one of two ways. A district chooses one:
| Method | What it is based on | Legal maximum |
|---|---|---|
| Flat amount | Each started guest night, per person | 300 Ft, indexed for inflation |
| Percentage | The accommodation fee for each started guest night | 4% |
The 300 Ft figure is not the real ceiling today. Section 6(c) lets districts raise fixed maximums by the consumer price changes published by the statistics office since 2003. That is how a district can legally charge 800 Ft per night in 2026.
Section 32 sets the base. Under the flat method it is the number of started guest nights; under the percentage method it is the accommodation fee per started guest night, or, if no fee is charged, the consideration paid for the stay under any title.

Two district examples
We could read the current rules for two districts on 30 October 2026.
District II: the district's 2026 local-tax guide sets 800 Ft per person per guest night from 1 January 2026, citing decree 26/2024 (X.30.).
District XII (Hegyvidék): the district's local tax decree 34/2019 sets the tax at 4% of the tax base, which is the accommodation fee per started guest night. The decree has applied since 1 January 2020; the district's 2024 amendment changed its building, land and communal taxes but not the tourist tax.
We did not find readable current decrees for the central Pest districts (V, VI, VII and VIII), where many visitors stay. Ask your hotel which rate applies before you book, or check the tax line on the booking confirmation.
What you will pay: worked examples
The two methods give different results depending on room price and party size. These examples are for adults only, three nights.
| Party and room | District with 800 Ft flat rate | District with 4% rate |
|---|---|---|
| 1 adult, 30,000 Ft per night | 800 × 1 × 3 = 2,400 Ft | 4% × 90,000 = 3,600 Ft |
| 2 adults, 30,000 Ft per night | 800 × 2 × 3 = 4,800 Ft | 4% × 90,000 = 3,600 Ft |
| 2 adults, 80,000 Ft per night | 800 × 2 × 3 = 4,800 Ft | 4% × 240,000 = 9,600 Ft |
The pattern: a flat rate costs more for groups in cheaper rooms, and a percentage rate costs more for expensive rooms. Neither is large compared with the room price, but on a long stay in a luxury hotel the 4% rate adds up.
District II's guide includes its own worked example. A family of two adults and two children staying 11 nights from 10 to 21 February 2026 pays only for the adults: 2 × 11 × 800 = 17,600 Ft.
Who is exempt
Section 31 of the Act lists the exemptions. The ones most relevant to visitors:
- Under 18: anyone who has not yet turned 18 pays nothing, in every district.
- Hospital and care stays: inpatients in a medical institution and people cared for in a social institution.
- Study and some work stays: students, and some people staying for official service or work assignments. The detailed conditions are in the Act; if you think you qualify, raise it with the hotel before check-out rather than assuming it. A holiday does not qualify.
- Holiday-home owners and tenants in the district, and certain members of their households.
There are also exemptions for clergy staying for church activities, certain relatives of military and law-enforcement personnel, and some people who arrived from Ukraine after 24 February 2022.

How hotels and hosts charge it
Section 34 makes the accommodation provider collect the tax together with the accommodation fee. For a free stay, the person entitled to dispose of the property collects it on the last day. The Act adds that the provider still owes the tax even if it failed to collect it, which is why hosts insist on it. District II's guide says providers declare and pay it by the 15th of the month after collection.
In practice:
- Check the price you booked. Some rates already include the tax; others add it at the property. Ask the hotel which applies.
- Look for the tax as a separate line on the bill, with the number of nights and the rate.
- Give children's ages at check-in so they are excluded.
- Pay in the currency asked. The tax is set in forints; if the bill converts it, our guide to paying in Hungary explains how to avoid poor exchange rates.
Planning the rest of the trip
The tourist tax is a small line compared with transport and sightseeing.
