The closure is not an airport decision, and no airline can route around it. Bali's silence is set out in an annual provincial circular that orders transport operators, broadcasters and mobile networks to stop, and names tourists among the people it binds. If your flight sits inside the window it does not fly, and if you arrive the day before with no groceries you will not be able to buy any.
What the joint circular orders
Bali publishes its Nyepi arrangements as a Seruan Bersama, a joint appeal drafted by religious and community figures in the Forum Kerukunan Umat Beragama (FKUB) Provinsi Bali with the head of the Bali office of the Ministry of Religious Affairs, and acknowledged by the Governor, the regional police chief and the commander of Korem 163/Wira Satya. The text for Nyepi 1948 Saka was published on 6 March 2026 by the provincial Badan Kesatuan Bangsa dan Politik (Seruan Bersama, Kesbangpol Provinsi Bali, checked 16 September 2026).
The table below sets out what each clause required during the 2026 window, which the circular fixes as 06:00 WITA on 19 March to 06:00 WITA on 20 March. WITA is Indonesia Central Time, UTC+8.

The circular closes by requiring all members of the public, all businesses and all tourists in Bali Province to observe it: foreign guests are addressed directly, not treated as spectators. Drafting starts weeks ahead, at a meeting the provincial Kesbangpol convened on 18 February 2026 with the police, military, religious affairs and communications agencies present (Bali Media Center, published 20 February 2026, checked 16 September 2026).
The four prohibitions, defined
Catur Brata Penyepian is the set of four restraints observed for the 24 hours of Nyepi, and the Ministry of Religious Affairs publishes them in plain terms. Its Directorate General for Hindu Community Guidance lists them as amati geni, not lighting fire or light; amati karya, not working; amati lelungan, not travelling; and amati lelanguan, not enjoying entertainment. The same page states the period as 24 hours (Ditjen Bimas Hindu, Kementerian Agama, published 12 March 2026, checked 16 September 2026).
Each maps onto something a visitor will notice. Amati geni is why street lighting is cut and curtains stay drawn; amati karya is why nobody is at a desk, a till or a wheel; amati lelungan is why the roads are empty; amati lelanguan is why there is no music and no screens (Ditjen Bimas Hindu, published 25 March 2026, checked 16 September 2026).
Melasti comes first, in the days before Nyepi. Worshippers in white walk to the sea, a lake or a spring carrying sacred objects from their temple, and the ministry describes the water as the medium of purification before the silent day (Ditjen Bimas Hindu, published 16 March 2026, checked 16 September 2026). Processions move on foot along coast roads, so do not book a tight airport transfer that week.
Why the airport stops
I Gusti Ngurah Rai International Airport stops because the provincial circular forbids every land, sea and air transport operator from running during Catur Brata Penyepian, not because of weather, staffing or a commercial slot decision. In 2026 that meant the last movement before 06:00 WITA on Thursday 19 March and the first after 06:00 WITA on Friday 20 March, a continuous 24 hours with nothing in between, and no exception for international services.
We could not find a 2026 closure notice from the airport operator, InJourney Airports, or from the air navigation provider AirNav Indonesia; neither carried one on its public news pages when checked on 16 September 2026, nor did the Directorate General of Civil Aviation's archive. The provincial circular is therefore the document to work from, and your airline's schedule change notice is the thing to watch for.
One detail cuts the other way. The airport appears as entry 58 on the national list of vital objects that keep their mobile data connection through the shutdown, which protects connectivity for the site rather than flight operations.
The mobile data shutdown
Bali's internet shutdown is a current, published practice rather than a lapsed experiment or a traveller myth. For 2026 it was issued as Surat Edaran Menteri Komunikasi dan Digital Republik Indonesia Nomor 2 Tahun 2026, signed in Jakarta on 12 March 2026 by Minister Meutya Viada Hafid and addressed to operators providing mobile data and internet protocol television, and to broadcasters in Bali Province (circular PDF, Kementerian Komunikasi dan Digital, published via the Bali provincial government on 13 March 2026, both checked 16 September 2026).
It asks operators to deactivate or halt internet service over the cellular network, and the distribution or transmission of television and radio broadcast content, from 06:00 WITA on 19 March 2026 to 06:00 WITA on 20 March 2026, while maintaining mobile data quality at the vital objects listed in Annex I. That annex runs to 77 entries with coordinates: hospitals island-wide, Polda Bali and the district police commands, Kodam Udayana and Korem 163/Wira Satya, the disaster management and fire offices, Ngurah Rai airport, the ports of Benoa, Gilimanuk and Padangbai, the search and rescue posts, and PLN's Bali distribution control unit.
Hotel Wi-Fi is left open: the circular does not address it either way, so properties differ. Download offline maps, boarding passes and emergency contacts before 06:00 WITA, and ask your accommodation rather than assuming.
Ogoh-ogoh and the night before
Pangrupukan, the evening before Nyepi, is the loud half of the observance and the part most visitors actually see. Communities parade ogoh-ogoh, large figures built by neighbourhood youth groups, which the Bali provincial Cultural Office regulates through an island-wide competition. Its rules require a figure between 3 and 5 metres tall measured from the plinth, made from natural, environmentally friendly materials, with styrofoam, foam sponge and single-use plastics not permitted.
The same rules set out what the figures may depict: forms characteristic of Balinese Hindu tradition, either Santa Rupa, deity figures, or Rudra Rupa, demon figures, with no political, communal or pornographic content, and with a written synopsis displayed at judging. That edition drew 715 entries from every district in Bali except Banjarangkan (Dinas Kebudayaan Provinsi Bali, rules for the 2023 competition, checked 16 September 2026).
A temple ceremony, Tawur Agung Kesanga, falls on the same eve. In 2025 it was held on 28 March, the day before Nyepi on 29 March; the Ministry of Religious Affairs describes it as a rite for purifying the universe and restoring balance between people and their environment (Ditjen Bimas Hindu, published 14 March 2025, checked 16 September 2026).
What a hotel guest may do
Hotel guests get no written exemption in the Bali circular, and this is the most misreported part of Nyepi. The circular states that all members of the public and all tourists are not permitted to travel or leave the house, nor to set off firecrackers, use loudspeakers, make noise or use excessive lighting, nor to do anything else that disturbs the solemnity of the day or public order.
No clause permits guests to use the pool, sit in a restaurant or walk the grounds, and none forbids it either. What a property allows inside its own walls is a house rule, not a published exemption, and it varies between a beach resort in Nusa Dua and a guesthouse on a village lane where the neighbours are observing amati geni a wall away.
One rule binds the business rather than you: the circular forbids accommodation providers, entertainment businesses and attraction operators from promoting commercial activity under Nyepi branding. A "Nyepi party package" is not something a compliant Bali property should be selling.
How the date moves each year
Nyepi has no fixed date in the Gregorian calendar, so a mid-March booking that was safe one year can land inside the silence the next. The civil date is set nationally by a joint decree of three ministers, the SKB 3 Menteri: the Minister of Religious Affairs, the Minister for Administrative and Bureaucratic Reform and the Minister of Manpower. Bali implements it through the Governor's circular on national holidays and collective leave, which the Nyepi circular cites as its own footing.
Three consecutive dates, each taken from a government page, show how far the day can travel inside March.

The 2027 date comes from the SKB signed at the Coordinating Ministry for Human Development and Cultural Affairs on 15 September 2026, which lists 17 national holidays for 2027, 13 of them religious, and places Nyepi on 8 March (Ditjen Bimas Hindu, published 16 September 2026, checked 16 September 2026). We found no official page setting out the underlying Saka calendar computation, so use the decree for your travel year rather than any rule of thumb about "late March".
The decree also tells you what else falls that week. In 2026 the eve of Nyepi coincided with Takbiran night before Idul Fitri, which added provisions to the Bali circular: Muslims could walk to the nearest mosque or prayer house between 18:00 and 21:00 WITA, without loudspeakers, firecrackers or other noise-makers, and with modest lighting. The Governor convened religious leaders on 16 March 2026 to settle it (Pemerintah Provinsi Bali, published 24 March 2026, checked 16 September 2026).
Before you book a March flight
Check the decreed Nyepi date for your travel year first, then build the trip around it, because rebooking after the fact costs more than moving a date before you pay. If your dates straddle Nyepi, land a full day before the 06:00 WITA start and depart well after the 06:00 WITA finish, rather than aiming for the first slot on the restart morning when the island's backlog is clearing at once.
Two days out, do the shopping: food, drinking water, cash, medication and anything for children. One day out, charge everything, download maps and documents, and confirm what your accommodation's kitchen and Wi-Fi will be doing. On the day, plan for no transport, no delivery, no shop and no driver, because the circular exempts none of them.

Not Nyepi arrangements in other Indonesian provinces, which are set separately. Not any airline's rebooking or refund policy, which is a contract between you and the carrier. And not what the day means, which is a question for the people observing it rather than for a travel guide.
