Can you drive on your own licence?

Yes, within limits. Article 21 of the Traffic Law exempts foreign visitors and tourists holding a valid international or foreign licence from needing an Omani one, on conditions set by the executive regulation. The Royal Oman Police FAQ explains the practical limit: you can drive on your home licence as long as you hold a visit visa valid for three months, and anyone who moves to Oman must get an Omani licence. The ROP also gives 18 as the minimum age for an Omani licence.

Other governments give their own citizens narrower advice. The UK government says a UK photocard licence can be used to drive a rental car for the first six weeks after arrival, and that holders of an old paper licence may need the 1949 IDP. The US State Department says short-term visitors with a US licence may drive rental cars but not privately registered ones. If your stay is longer than six weeks, check your own government's advice as well as the ROP rule.

Rental companies layer their own conditions on top. Avis Oman's terms accept a licence from the country of origin for up to 90 days. They set 25 as the minimum age for a standard rental. Drivers from 18 are accepted, but they face a higher damage excess: RO300 instead of RO150.

Do you need a 4x4 to drive in Oman?

The choice between a saloon and a 4x4 comes down to where you drive and what the insurance excludes. The UK government warns that desert and mountain trips can be dangerous unless you are in a well-equipped four-wheel-drive vehicle.

Where you plan to drive Car that works Rental cover issue
Muscat, the coast road to Sur, Nizwa on tarmac Any car Standard cover
Jebel Akhdar (Al Jabal Al Akhdar) 4x4, as reported below Check the contract allows the route
Jebel Shams, the edge of the Wahiba Sands Well-equipped 4x4 Check whether the contract allows unpaved roads
Sand dunes, water crossings Guided tour instead Excluded from rental cover

The Oman Observer reported in February 2022 that a 4x4 was needed to pass the police checkpoint on the road to Jebel Akhdar, along with the driving licence and registration papers. The same report mentioned a planned project to open the mountain to all vehicle types from South Batinah, but gave no date. We could not confirm the current checkpoint rule from an official source, so if Jebel Akhdar is on your route, book a 4x4 rather than risk being turned back.

What does Oman rental car insurance not cover?

Oman Car Hire publishes three protection levels, which show how excess and exclusions trade off. Prices are as shown in September 2026.

Plan Daily cost Excess Tyres, glass, undercarriage
Basic (CDW + theft + third party) Included OMR 500 Not covered
Extended (SCDW) OMR 5 OMR 300 Not covered
Adventurer (full damage waiver) OMR 10 OMR 0 Covered

All three plans exclude deep-sand dune driving and water crossings, and the company names routes where its cover does not apply at all: the mountain road between Bilad Sayt and Sharaf Al Alamayn, the Barr Al Hikman area and the Salmah Plateau. Reckless driving, unlisted drivers and clutch or gearbox misuse are excluded from every plan.

Worked example: a week with Jebel Akhdar and the coast

A driver aged 30 rents a 4x4 for seven days to drive Muscat, Nizwa, Jebel Akhdar and the coast to Sur.

Choice Cost for 7 days Exposure if the car is damaged
Basic cover OMR 0 Up to OMR 500, plus any tyre, glass or underbody damage
Extended OMR 35 Up to OMR 300, plus tyres, glass, underbody
Adventurer OMR 70 OMR 0 for covered damage

A single damaged tyre or cracked windscreen on a mountain road is not covered by either of the cheaper tiers. For a route with steep gradients and gravel sections, the Adventurer plan's OMR 70 buys protection against the most likely small claims as well as a zero excess. None of the plans covers a wadi crossing or dune driving.

Is it illegal to cross a flooded wadi in Oman?

It can be a criminal offence. Article 49 of the Traffic Law, as amended by Royal Decree 38/2016, punishes a driver who deliberately crosses a wadi in a way that endangers their own life, their passengers' or other people's with up to three months in prison, a fine of up to RO500, or both. The UK government notes that wadis are prone to flash flooding after heavy rain between October and March, and the US State Department also warns of flash floods during rare rainfall.

How much are traffic fines in Oman?

The ROP publishes its fixed fines for non-serious offences on the government services portal, which says they can be paid through the ROP app, the ROP website or a service centre. Selected amounts:

Offence Fine
Speeding 5–35 km/h over the limit RO10
Speeding 35–50 km/h over the limit RO15
Speeding 50–75 km/h over the limit RO35
Speeding more than 75 km/h over the limit RO50
Stopping on the left shoulder of the road RO50
Not slowing down for animals on the road RO10
Parking outside marked lines RO10

The portal's payment service does not cover serious violations, which the Traffic Law punishes far more heavily. Under the articles amended by Royal Decree 38/2016, reckless or dangerous driving carries 10 days to two months in prison, a fine of RO100–500, or both, and driving under the influence of alcohol or drugs carries one to six months in prison and a fine of RO400–800.

The US State Department says remote traffic cameras are used extensively to catch speeding and red-light offences. Follow the posted signs, because limits change often along a single road.

Roundabouts, accidents and alcohol

The driver already on the roundabout always has priority, according to the US State Department. After an accident with injuries or vehicle damage, do not move your car until the police give permission; only in a minor incident with no damage or injuries can you move it to the roadside.

On alcohol, the UK government says any amount found in your system can lead to a fine and possible imprisonment, so treat the limit as zero. The penalties in the Traffic Law are set out in the fines section above.

Fuel

We could not open an official Omani fuel price list for September 2026, so we do not quote a pump price here. Check the price shown at the pump, and ask at pickup whether the car must be returned with a full tank, since rental firms set their own refuelling charges.
