Set expectations first
Travellers arriving from Manila sometimes assume a similar rail network exists here. It does not.
The transport department has described a Metro Cebu urban mass rapid transit line as a study-stage project, envisaging a long north-south railway with a spur line to the airport, without a construction timeline. The Cebu Bus Rapid Transit project is further along, reported as nearly complete on its first package with stations including the Cebu South Bus Terminal, Cebu Normal University and Fuente, but that is a project in progress rather than a service you can use today.
Plan your trip around the roads that exist, and treat any rail-based advice you find as forward-looking rather than current.
Jeepneys are the backbone
Jeepneys run fixed routes across the city, identified by codes and destination boards rather than published maps. Fares for public utility vehicles are regulated nationally through the transport franchising board, which holds statutory power to prescribe routes and to determine and periodically adjust fares.
For a visitor they work best once you understand two or three routes that matter to you. The efficient way to learn is to ask at your accommodation which code passes nearby and where it goes, then use that one repeatedly rather than trying to decode the whole system.
They are not the tool for luggage, for late nights, or for journeys where you are uncertain about where to get off.
Buses and the beep card
City bus services operate in the Cebu area, including a route linking Cebu City and Mactan. The beep stored-value card operator lists a Cebu City to Mactan bus among the services where its card is accepted, which makes the card worth carrying if that connection is part of your routine.
Acceptance is service-specific rather than universal across the city, so check whether the particular bus you are boarding takes the card or cash.
Taxis and app rides
Metered taxis are widespread, and the condition is the usual one: the meter runs. A driver proposing a flat rate instead is making a different offer, and the next taxi is a reasonable answer.
Ride apps operate here as well, and for visitors they solve the two hardest problems at once: they remove the need to explain a destination verbally, and they record the trip and the price. For evening journeys, unfamiliar districts or anything involving luggage, a booked ride is the low-friction choice.
The Mactan crossing
If your days involve moving between Cebu City and Mactan Island, plan around the bridges. Two older bridges connect the island to the mainland, and a newer 8.5-kilometre toll bridge links Cebu City's South Road Properties to Cordova on the Mactan side.
Bridge traffic is the constraint. A crossing that is quick mid-morning can be slow in the commuting peak, and it applies equally to taxis, buses and app rides, since they all use the same lanes.

Two habits worth adopting
Keep small notes. Jeepneys and buses run on cash, change is a real constraint, and a large note is an awkward way to start a short journey.
And plan geographically. Cebu City is compact compared with Metro Manila, but the same principle applies: cluster your day into one area rather than crossing town repeatedly, and time any bridge crossing away from the peak. That single habit does more for a day here than any transport hack.
