Which licence lets you drive in Qatar, and for how long?

Qatar's Ministry of Interior sets two rules for visitors, and rental companies add a third.

What you hold Official limit Rental reality
Home licence plus IDP Up to 6 months from entry (Ministry of Interior) Accepted by Avis for the whole 6 months
A GCC-issued licence, held by a resident of a GCC country Up to 3 months from entry Avis asks for the licence and the residence permit
Home licence without an IDP No general rule on the ministry page; the US State Department says a US licence works for two weeks Avis rents for up to 7 days from arrival, then requires a temporary Qatari licence

The ministry checks your passport to set the entry date, and after six months on an IDP you have to approach the licensing authority. Avis asks for a copy of the passport with the entry stamp at pickup. The Traffic Law text on Al Meezan also asks visitors holding a non-Qatari licence rather than an international permit to present it to the licensing authority within 15 days of entry, which is one more reason to carry an IDP. The UK government tells UK drivers without a Qatari licence to carry both the 1968 IDP and their UK licence.

The practical takeaway is that the IDP matters more here than in many countries. A trip of more than a week on a home licence alone can leave you legal on the road but unable to extend the rental. The US State Department notes that most rental agencies require an international licence whatever the law allows.

What do you need to rent a car in Qatar?

Avis Qatar publishes the most detailed terms of the companies we checked. These are company rules, not the law:

  • Age: minimum 21, no upper limit.
  • Card: a credit card in the renter's name, valid for at least three more months and present at pickup. Debit cards are not accepted for the security deposit.
  • Pre-authorisation: at least QAR 1,000 (Qatari riyals), covering the insurance excess, damage and traffic fines. Avis keeps it until traffic fines are cleared, and release can take 14 to 30 business or banking days.
  • Insurance: collision damage waiver is included, with an excess of QAR 1,000–2,500 and a police report required. The optional super waiver reduces the excess to zero.
  • Extras: a one-time QAR 50 surcharge at Hamad International Airport, QAR 25 a day per additional driver, and no refund for days you do not use.

Sixt's Qatar page says you may need an IDP or an official translation if your licence uses a non-Roman alphabet, and that debit cards are accepted only at some branches.

How do Qatar radar fines reach a rental driver?

Qatar's camera network records more than speed. According to a General Traffic Department officer quoted by The Peninsula, radars that went live on 3 September 2023 detect seatbelt and mobile phone violations as well as speeding. Both offences are in the Traffic Law, whose conciliation table sets QAR 500 for each. Qatar's Hukoomi portal says fines can be checked and paid on the Ministry of Interior website or in person at a ministry collection office or the Traffic Department.

The camera records the car's plate, so the violation first lands on the rental company's vehicle. Avis's terms then set out what happens:

  1. You are expected to settle any violation from your rental period yourself and show Avis the payment receipt from the traffic department.
  2. If you do not, Avis may clear the fine in full itself 30 days after the violation date and charge you the fine plus a 10% service charge.
  3. Your pre-authorisation stays in place until Avis has confirmation that the fines are cleared.

The discount window and the 30-day trap

Article 105 of the Traffic Law lets the licensing authority waive up to half of the settlement amount when the offender pays within 30 days of the violation being recorded. The traffic officer quoted by The Peninsula in 2023 said the seatbelt fine qualifies for this discount but the phone fine does not.

That creates a clear choice for a renter:

Offence (camera) Fine Paid by you within 30 days Cleared by Avis after 30 days
Not wearing a seatbelt QAR 500 QAR 250, if the discount is applied QAR 500 + 10% = QAR 550
Using a phone while driving QAR 500 QAR 500, no discount reported QAR 500 + 10% = QAR 550

The UK government also cites a QAR 500 phone fine. For a seatbelt violation the gap is QAR 300. For a phone violation it is only the QAR 50 service charge, but paying yourself also gets your deposit released sooner.

Speeding fines vary with how far over the limit you were, and the amounts have changed since the law was first published. We could not confirm the current amounts from an official source, so ask the rental desk to show you any violation recorded against the car before you sign the return paperwork.

Can you drive a rental car to Qatar's Inland Sea?

Visit Qatar notes that remote sites need a 4x4 because a normal car will get stuck in sand or rocks. Having a 4x4 does not make a hire car insured off the tarmac. Avis Qatar's terms say off-road driving is not allowed and that insurance is void if an accident happens "on unpaved or off-roads, sand dunes, sea shore". In that case you are liable for the full value of the vehicle. Even on paved roads, the standard cover excludes tyre and wheel damage, windscreen and window damage, and damage to the underside.

Dune crossings to the Inland Sea (Khor Al Adaid) are exactly that kind of driving. The UK government says desert excursions are hazardous unless you are in a properly equipped 4x4 travelling in convoy. Visit Qatar lists organised dune trips to the Inland Sea, and a tour with the rental car left in Doha is the realistic option for most visitors.

Driving rules that catch visitors

  • Alcohol: zero tolerance. The UK government says any amount can mean one month to three years in prison, a fine of QAR 10,000–50,000, or both.
  • Seatbelts: the driver and front passenger must wear them at all times.
  • Accidents: leaving the scene without reporting it on the Metrash app is illegal, according to the UK government. Avis requires a police report for every accident, whoever is at fault, or you pay for the repair.
  • Red lights: Avis voids insurance cover if the accident involved crossing a red light.
  • Road hazards: the US State Department lists roundabouts, construction, high speeds and, in rural areas, poor lighting and wandering camels.
