Start with the law, because it shapes everything

The Philippines requires SIM registration under Republic Act 11934, the SIM Registration Act, with rulemaking vested in the National Telecommunications Commission in coordination with other agencies. This is not a formality a shop can wave through.

For tourists specifically, the statute sets out what you present: a passport, proof of address in the Philippines, and a return ticket to your own country or any other ticket showing the date and time of departure from the Philippines.

Then comes the detail that catches people out. The law states that SIMs registered under the tourist category are valid temporarily for thirty days and are automatically deactivated upon expiration. Smart's own guidance repeats this, noting that all residents and visitors must comply and that tourist SIMs are automatically deactivated after that period.

What that means in practice

Have your accommodation address written down before you reach a SIM counter, not just the hotel name. Have your onward flight details accessible, since the ticket requirement is part of the tourist registration category. And have your passport, obviously, which you will have anyway.

If you are staying with friends or moving between several places, use the address of your first booked accommodation. The requirement is a Philippine address, and improvising one at a counter after a long flight is the slow version of this errand.

The eSIM route

Both major networks publish tourist eSIM products.

Globe's prepaid traveler eSIM is described on its help pages as a digital SIM for tourists visiting the Philippines for vacation or business, and the page states that validity starts upon activation, with activation beginning when you land in the Philippines. That is a genuinely useful design: buying in advance does not burn days of your allowance.

Smart's official store lists a prepaid Philippine tourist eSIM with an open-access data allowance and local calls and texts, and instructs buyers to complete registration through the network's own SIM registration page to activate.

The appeal is straightforward. You buy at home, you arrive connected, and you never queue at an arrival-hall counter with a suitcase beside you. The requirement is a phone that supports eSIM and is not carrier-locked.

The physical SIM route

Physical tourist SIMs are sold at airport counters. Globe lists availability at the NAIA terminals, Clark International Airport and Mactan-Cebu International Airport, alongside its other retail channels.

This route makes sense if your phone does not support eSIM, if you want a separate number without disturbing your home line, or if you would rather have a person walk you through registration. The trade-offs are the queue, counter opening hours, and the paperwork happening while you are tired.

If your trip is longer than a month

The thirty-day tourist registration limit is the constraint to plan around. Options include treating the SIM as a thirty-day product and arranging a replacement, or relying on wifi plus international roaming for the remainder. What does not work is assuming the line will keep functioning because you added credit to it.

Coverage expectations

Coverage is strong in Metro Manila and other urban centres and thins out in remote and island areas, which is the usual pattern. The telecommunications regulator publishes a public broadband map with coverage data, speed test results and infrastructure information, free to access, which is a better guide than a network's marketing map if you are heading somewhere rural.

For a Manila trip, any of the main options will do what you need. Download offline maps anyway, because the moment you most want a map is often the moment the signal dips.
